Active offer is about reaching out to others with empathy. It means respecting their dignity and their right to safety. Yes, a good portion of Francophones speak English, but talking about their own health in French is more natural and more practical.
When French language services exist, Francophones struggling with a health problem should not have the burden of having to ask for those services or to search for them. Why not offer them in a straightforward and outgoing manner? It’s personable, compassionate and more efficient.
In short, an “active offer” means that French-language services are visible, obvious, known, accessible and that their quality is similar to those services offered in English.
