The Government of Manitoba recognizes the essential importance of the active offer of French language services.

The entirety of the French Language Services Policy of the Secrétariat aux affaires francophones is based on “measures taken by public bodies [in bilingually designated regions] to ensure that French language services are evident [apparent, visible], readily available, easily accessible, and publicized, and that the quality of these services be comparable to those services offered in English.”

For example, the staff of designated bilingual and Francophone establishments, regional health offices and social service agencies in Winnipeg and in rural areas, explicitly let people know that they can use French and put them at ease by doing so. It is important to create a welcoming environment for Francophones!

Complete plans

In addition to an active offer, institutions and the four bilingual regional health authorities must develop a plan for the services they intend to offer in French.

This plan describes the measures that will be taken to support the development of Manitoba’s Francophonie. In fact, the government wishes to continue to promote the development of this community, which contributes enormously to the development of the province. The government believes that “an increase in services is beneficial for Francophones in general and for the province as a whole”.

The concept of active offer is even defined in the Act respecting the development of Manitoba’s Francophone community as a cornerstone structuring the entire offer of French language services.
